In a medium bowl, whisk together the flour, baking powder, baking soda, and salt.
Spoon the flour mixture into the bottom of a 32-ounce quart-size mason jar. Gently tap the jar on the counter to level the mixture.
Add the brown sugar in an even layer, gently pressing and smoothing it against the sides of the jar.
Add the granulated sugar in an even layer.
Top with the Christmas M&M's and chocolate chips. Fill the jar to the top so the ingredients are packed tightly and do not shift.
Secure the lid tightly. Attach the baking instructions to the jar with Christmas ribbon or baker's twine.
