Add 4 cups of water and the salt to a large pot. Bring to a boil over medium-high heat.
Stir in the macaroni and cook until al dente. Drain and set aside.
Melt the butter in a separate saucepan over medium-high heat.
Whisk in the flour and cook for 1–2 minutes.
Slowly add the milk, whisking constantly. Continue cooking and whisking until the sauce begins to thicken.
Remove the saucepan from the heat. Add the Colby cheese, ½ cup at a time, stirring after each addition until melted and smooth.
Stir in the cooked macaroni and pepper.
Transfer the mixture to a baking dish or cast-iron skillet.
Bake uncovered for 10–12 minutes, or until the edges begin to brown.
Let the macaroni and cheese cool for 10–15 minutes before serving.
