In a large skillet over medium heat, cook 2 pounds ground beef until browned and no longer pink. Drain any excess grease.
Transfer the cooked ground beef to a 6-quart slow cooker.
Add ½ diced onion, 1 diced green bell pepper, 1 teaspoon minced garlic, 1 teaspoon salt, 1 teaspoon black pepper, 2 tablespoons taco seasoning, 1 can (8 ounces) tomato sauce, 1 cup salsa, 3 cups milk, and 2 cups beef broth to the slow cooker.
Stir to combine.
Cover and cook on Low for 6 to 8 hours or on High for 3 to 4 hours.
Fifteen minutes before serving, stir in 3 cups dry elbow macaroni.
Cover and continue cooking for 15 minutes, or until the macaroni reaches your desired tenderness. The mixture will appear thin at first, but the pasta will absorb the liquid as it cooks.
Stir in 3 cups shredded cheddar cheese until completely melted and incorporated.
Serve immediately. Top with sour cream, diced tomatoes, and chives if desired.
