Preheat the oven to 350 degrees F and grease an 8X8 baking pan.
In a large bowl, whisk together 1 ½ cups all-purpose flour, 1 cup granulated sugar, ½ cup unsweetened cocoa powder, ½ teaspoon salt, and 1 teaspoon baking soda.
Add 1 teaspoon vanilla extract, 1 teaspoon vinegar, ? cup vegetable oil, and 1 cup water. Stir until combined.
Pour the batter into the prepared baking pan.
Bake for 30-35 minutes until a toothpick inserted into the cake comes out clean.
Allow the cake to cool completely before topping with the frosting.
For the Frosting:
whisk together 2 tablespoons melted unsalted butter, ½ cup unsweetened cocoa powder, 1 cup powdered sugar, 3 tablespoons milk, and ¼ teaspoon vanilla extract until smooth.
Spread the frosting on the cake. Then the cake is ready to slice, serve and enjoy!
