Cook 1 lb elbow macaroni according to package instructions until al dente. Rinse under cold water and drain well to cool completely.
In a large mixing bowl, combine the cooked macaroni, 6 oz cheddar cheese (cubed), ½ red onion (minced), 4 celery stalks (diced), 1 red bell pepper (diced), and 1 cup frozen peas.
In a separate small bowl, whisk together ½ cup mayo, ¼ cup apple cider vinegar, ¼ cup fresh dill, 2 tablespoons sugar, 2 tablespoons Dijon mustard, 1 teaspoon salt, and 1 teaspoon pepper until well combined
Pour the dressing over the pasta mixture and stir until everything is evenly coated.
