Brown 2 pounds ground beef in a large skillet over medium-high heat, breaking it apart as it cooks. Drain any excess grease.
Add ½ diced onion, ½ cup grated carrots, and 2 teaspoons minced garlic to the skillet. Cook for 3-4 minutes, until the onion is soft.
Stir in ½ teaspoon black pepper, ¼ teaspoon ground ginger, 1 tablespoon rice vinegar, ½ cup soy sauce, and 2 tablespoons brown sugar.
Simmer for 2-3 minutes, stirring occasionally, until the sauce is combined and heated through.
Spoon the ground beef mixture into butter lettuce or bib lettuce leaves.

Notes
Refrigerate any leftover beef mixture in an airtight container for up to 5 days. I love using ground beef in this recipe but you can easily ground chicken, turkey or venison
