In a large bowl, combine all of the dry ingredients. Reserve 1/4 cup in a small bowl to use for the topping.
Add softened butter, eggs, and milk to the large bowl. Mix until thick batter forms. Pour into prepared 9x9 pan.
For the topping, cut in cold butter with the 1/4 reserved dry ingredients. It should look like small crumbles when you're done. Cut in brown sugar and cinnamon. Sprinkle crumbles over the batter.
Bake at 350 F for 35-40 or until toothpick inserted in center comes out clean. Enjoy!
