Preheat the oven to 450 degrees F and spray a 9x13 baking pan with a non-stick cooking spray.
Brown 1 pound ground beef with 1 diced red bell pepper and ½ diced yellow onion in a large skillet over medium high heat. Break up the ground beef as it cooks until the vegetables are soft. Drain off any grease from the pan.
Stir in 1 teaspoon minced garlic, 1 can (8 oz) tomato sauce, ½ cup ketchup, 2 tablespoons brown sugar, 1 tablespoon yellow mustard, 1 teaspoon Worcestershire sauce, and ½ teaspoon black pepper.
Bring the mixture to a low simmer and cook for 3-5 minutes, then remove the pan from the heat.
Spread the mixture into the bottom of the prepared 9x13 baking pan.
Top with 4 oz of the shredded cheddar cheese.
Layer the 30 oz package of frozen tater tots evenly on top.
Sprinkle the remaining 4 oz shredded cheddar cheese over the tater tots.
Bake for 20-25 minutes until the tater tots are golden brown.
