In a large bowl, whisk together the flour, brown sugar, baking powder, and salt.
In a separate bowl, whisk together the egg, milk, and vanilla extract.
Add the wet ingredients to the dry ingredients and whisk until just combined. Stir in the melted butter.
Heat a nonstick griddle or skillet over medium heat.
Pour the batter onto the griddle to make approximately 18 small, round pancakes.
Cook for about 3 minutes, until bubbles form on the surface and the edges begin to set. Flip and cook for about 2 minutes, until golden brown. Remove from the griddle.
To Serve:
Place the bacon on a paper towel-lined microwave-safe plate. Microwave for 6–8 minutes, flipping halfway through, until cooked and crispy.
Arrange 3 pancakes on each serving plate to form a snowman.
Add 2 slices of bacon to each snowman to create a scarf.
Lightly dust the pancakes with powdered sugar.
Use the chocolate chips to make the eyes and buttons and an orange M&M for the nose.
Serve immediately with syrup, if desired.
