Preheat the oven to 350°F. Line a mini muffin pan with 24 paper liners and set aside.
In a small bowl, whisk together ½ cup all purpose flour and 1 tablespoon dark cocoa powder. Set aside.
In a double boiler, melt 6 tablespoons butter and ¾ cup semi-sweet mini chocolate chips until smooth and glossy. Remove from the heat and let cool slightly.
In a large mixing bowl, whisk together 2 eggs, 1 cup granulated sugar, ¼ teaspoon almond extract, and ¼ teaspoon salt for 1 minute.
Stir the melted chocolate mixture into the egg mixture until combined.
Add the flour mixture and stir until fully incorporated.
Fill each mini muffin cup about two-thirds full with the brownie batter.
Bake for 8 to 10 minutes, or until a toothpick inserted into the center comes out clean.
Cool in the pan for 5 minutes, then transfer the brownie bites to a wire rack to cool completely.
Directions for Decorating
Line a baking sheet or tray with wax paper.
Drain 24 maraschino cherries with stems and place them in a bowl. Refrigerate for 5 minutes.
Place ¼ cup blue chocolate melts in a microwave-safe bowl. Microwave for 45 seconds and stir until smooth.
Dip 12 cherries into the melted blue chocolate. Immediately decorate with red, white, and blue sprinkles. Place on the prepared tray and allow to harden.
Place ¼ cup light blue chocolate melts in a separate microwave-safe bowl. Microwave for 45 seconds and stir until smooth.
Dip the remaining 12 cherries into the melted light blue chocolate. Immediately decorate with additional red, white, and blue sprinkles. Place on the tray and allow to harden for about 5 minutes.
Pipe or spread approximately ½ tablespoon vanilla frosting onto the top of each brownie bite.
Place one decorated cherry on top of each frosted brownie bite.
Allow the frosting to set for about 10 minutes before serving.
