Spray a 9×13-inch pan with nonstick cooking spray.
For the blue layer, melt 3 tablespoons of butter in a large saucepan over low heat. Add 5 cups of mini marshmallows and stir until completely melted.
Add a few drops of blue food coloring and stir until evenly combined. Remove the saucepan from the heat, add 4 cups of Rice Krispies cereal, and stir until completely coated.
Spread the blue mixture evenly in the prepared pan.
Wash the saucepan. Repeat the process using 3 tablespoons of butter, 5 cups of mini marshmallows, and 4 cups of cereal, omitting the food coloring. Spread the white mixture evenly over the blue layer.
Wash the saucepan again. Repeat the process with the remaining 3 tablespoons of butter, 5 cups of mini marshmallows, and 4 cups of cereal, adding red food coloring to the melted marshmallow mixture before adding the cereal.
Spread the red mixture evenly over the white layer.
Cut into squares and serve. These treats are best enjoyed the same day they are made.
