Preheat the oven to 350°F. Line an 8x8-inch baking dish with parchment paper or coat it with nonstick cooking spray.
In a large mixing bowl, stir together the sugar, cocoa powder, flour, salt, baking powder, eggs, melted butter, and vanilla extract just until combined. Do not over mix.
Fold ¾ cup of the milk chocolate chips into the batter.
Spread the batter evenly into the prepared baking dish. Sprinkle the remaining ¼ cup chocolate chips over the top.
Bake for 25–30 minutes, or until a toothpick inserted in the center comes out clean or with a few moist crumbs.
Let the brownies cool in the pan before slicing into squares and serving.
