Line a baking sheet with parchment paper and set aside.
Place the light cocoa candy melts in a microwave-safe bowl. Microwave at 50% power, stirring every 30 seconds, until completely melted and smooth.
Carefully separate 12 Nutter Butter cookies. Dip one end of each lollipop stick into the melted candy, place it on one half of a cookie, and gently press the other half on top to sandwich the stick in place.
Arrange the cookie pops on the prepared baking sheet and freeze for 5 minutes, or until the candy securing the sticks has hardened.
Dip each cookie pop into the melted light cocoa candy until completely coated. Allow the excess coating to drip off, then return it to the parchment-lined baking sheet.
Freeze for 10–15 minutes, or until the coating is completely set.
Place the bright white candy melts in a separate microwave-safe bowl. Microwave at 50% power, stirring every 30 seconds, until melted and smooth.
Transfer the melted white candy to a decorating bag and cut a small opening in the tip.
