In a medium bowl, combine 3 cups all-purpose flour, ¼ teaspoon salt, ½ teaspoon baking soda, ½ teaspoon baking powder, 2 teaspoons ground cinnamon, and ½ teaspoon ground nutmeg. Set aside.
