Set the Instant Pot to Sauté. Add the ground beef and cook until browned, breaking it apart as it cooks. Drain any excess grease.
Add the diced onion and red bell pepper. Stir in the petite diced tomatoes, crushed tomatoes, minced garlic, and Italian seasoning.
Pour in the beef broth and stir to combine.
Secure the lid and set the valve to the sealing position. Cook on high pressure for 5 minutes. When the cooking time is complete, carefully quick release the pressure.
Remove the lid and stir in the gluten free rotini.
Secure the lid again and cook on high pressure for 2 minutes. Immediately quick release the pressure when the cooking time is complete to prevent the pasta from overcooking.
Stir the soup and spoon into serving bowls.
Top each serving with ricotta, mozzarella, and Parmesan cheese. Serve warm.
