Place 2 pounds of round steak cut into bite size pieces into an electric pressure cooker.
In a small mixing bowl, whisk together 1 cup beef broth, ½ cup low sodium soy sauce, 1 Tablespoon minced garlic, ? cup brown sugar, and 2 Tablespoons sesame oil. Pour the mixture over the steak in the instant pot.
Seal the instant pot and cook on high pressure for 12 minutes. Perform a quick release after cooking.
In a small bowl, whisk together 2 Tablespoons cornstarch and 2 Tablespoons cold water until smooth.
Switch the instant pot to the sauté setting and stir the cornstarch mixture into the sauce.
Add 1 broccoli crown cut into bite size pieces and stir well. Place the lid back on the instant pot without sealing it.
Cook on sauté for 3–4 minutes until the broccoli is tender and the sauce has thickened.
Sprinkle with 1 Tablespoon sesame seeds if using, and serve immediately over rice.
