Place the trivet in the bottom of the Instant Pot and pour in the water.
Arrange the chicken wings on the trivet.
In a small bowl, combine the brown sugar, garlic powder, onion powder, salt, and pepper. Sprinkle the seasoning mixture evenly over the wings.
Secure the lid and cook on High Pressure for 5 minutes.
When the cook time is complete, carefully perform a quick release.
Transfer the wings to a large bowl, leaving the cooking liquid in the Instant Pot.
Pour the buffalo sauce over the wings and toss until evenly coated.
Line a baking sheet with foil and arrange the wings in a single layer.
Broil for 5–10 minutes, flipping halfway through, until the skin is lightly browned and slightly crispy.
Serve warm with your favorite dipping sauce.

Refrigerate the leftovers in an air tight container for up to 5-7 days. I made this recipe with fresh chicken wings but you can make this recipe with frozen chicken wings as well. If you use frozen, add 3 additional minutes to the cook time in this recipe. If you like excess sauce on your wings, brush on more buffalo sauce on the wings when you broil them!
