Place 3 pounds boneless beef chuck roast into the Instant Pot.
In a small bowl, combine 1 can (7 oz) diced green chilis, 1 teaspoon minced garlic, 2 tablespoons chili powder, 1 teaspoon ground cumin, ½ teaspoon salt, and ½ teaspoon black pepper. Mix well.
Spread the mixture evenly over the roast in the Instant Pot.
Add 1 cup water to the pot.
Secure the lid, set the valve to sealing, and cook on high pressure for 75 minutes. Allow a full natural release.
Remove the beef and shred it. Return it to the pot if desired.
Squeeze the juice from 1 lime over the shredded beef and stir to combine.
